What do you think is better ? A lot of RAM or a fast CPU ? Or a VPS.. ? (i have a 4Mbit connection, never downloaded at faster rate than 650 Kbyte/Sec. in my life)
Definitely go with a VPS if you're on a 4mb connection. I used several VPS' until this week when I got my connection upgraded to 50mb - so now use a dedicated laptop for a couple of tools and one VPS for a couple more.
Ram makes usually more difference then a faster CPU. though important to remember is that a computer consists out of a chain of hardware. Your computer is only as strong as it's weakest link.... for SEO purposes VPS is probably better.
Is the 15/mo plan even sufficient to run more then 1 instance of scrapebox? 256mb rams seems a bit on the low side...

At the moment I am with the 35$ plan. It works perfect although it can't possibly get the maximum of scrapebox. But it's good for usual usage. Some adjustments to the settings and you can use it perfectly
I agree with accelerator_dd. I tried the $25/month plan - it could handle basic tasks and small blasts, but the 512mb of RAM just wasn't sufficient for blasts of 1million URLs. The $35/month plan is very popular here, and it handles one instance and mosts task very well.
You'd be bottle-necking on the internet connection with scrapebox with a dedicated desktop. If it gives you a better idea; I have an overclocked quad core, 8 gig ddr3 ram, raid 0, etc monstrosity and Scrapebox runs only slightly better than on my non-special "gaming" laptop. If you do go the desktop route I would suggest a cheap (Possibly-overclocked) AMD quad core.. The reason behind this is you can leverage the extra cores and run a bunch of VirtualBox OSes for those apps that require "Full screen, front and center privileges" without gimping things. ....and you can just minimize (or toss on another monitor) the virtual OS and go about your normal everyday usage without interrupting the running program. Ram plays a big factor as well since you are essentially dividing up system resources with this setup. Just my 2c, if you don't take the VPS route. I do this on one of my machines.
I wouldn't pay for a VPS unless you can afford at least 2Gb of RAM. I have scrapebox and SENukeX running on a i5 laptop with 4 Gb RAM, I can run those and browse around, CPU is under 60% and same with RAM
