Is this still possible today for a new GMB profile?
I am outside of the country for the places that I want to RnR (USA).

For virtual addresses, what websites do you guys recommend?
As for phone verification, does Google Voice number work? or would I actually need a legit US VOIP number? If so, what do you recommend?

yes possible using a virtual address, you can find people in this forum who are providing service for create GMB listing without physical address

Nowadays they require you to submit a video showing your business and documents proving you're located there such a bills.

Perhaps it would be easier to just buy an already verified GMB if you have problems with those verification ways.

Yeah, you can do it without psychical address. You can look to hire someone here to create your virtual GMB or get a lawyer to open up a company for you, which can be pretty expensive, though. As @perrymason mentioned, it might be the best to buy already verified GMB. There should be people here who sell that as well. You just got to make a thread for it.

Thanks for the responses.

Any ideas how much it would cost to buy an already verified GMB profile?

Since I am starting out, my budget is limited.

It's getting a lot harder these days. You can still verify it sometimes over the phone or email, not sure when or how Google decides to give you that option, but even if it does - you still may not pass the pending period. And even if you pass it - any change or just on a whim, Google might suspend it and require actual proof.

I would say not to worry about a GMB if you're starting out. Focus on getting the organic ranking to start generating money and once that isn't an issue, explore different GMB variants. At that time your site will be established, getting traffic and Google will have indexed sources vouching for your site (posts, citations, etc) so it may even be easier to get and keep your GMB.
