GMB Suspended for more than 6 months now

I own and operate a local service business in the US. My gmb account was suspended over 6 months ago and I have not been able to fix it. It became suspended when I changed the phone number on it. I realized it was suspended because the address for the business was a house address instead of a retail location. I fixed the issue by switching to not show business location to customers and instead listing the areas we serve. I thought this would fix the issue but I'm still suspended even after google has emailed back saying my listing is live and functioning. What more can I do to fix this?
