GMB Service Based vs Physical

Do you know if there is any difference between Service Area Based and Physical Address Google My Business listings? I have a company that offers transport services in the area, but only has virtual office, in the past it was easy to get address verified by post, now they are asking for a video verification.

All other local companies have physical address and also show in google maps, but none of them has offices, they were just created in past when requirements weren't so strict. I'm worried it's not gonna be possible to over-rank these companies in local search results, with just a service based business.
