GMB ranking with low review count

I have found a GMB for a business ranking on a competitive niche. Their review frequency is low and could not track down backlinks that were great. The only thing out of order was the city w/o the keyword in the title. Other than that can local links or citatition or some google maps direction trick really elevate a business that much?
