No, you can open multiple on the same account, do be careful though with not overlapping services/areas, you can be penalised.

create multiple pages (area wise) and you can put 1 domain (multiple pages) 4-5 times.

Sure it can be done on a single account, however I always prefer to have multiple accounts. As you must have heard "don't put all your eggs in one basket".
If you're going for multiple gmails, prefer to go with old PVAs.

Get as many good reviews as you could! That will help your GMB listing to rank better. Instead of ranking Google My Business site, I prefer stand alone website specifically created for the business

Yeah! May be so. You need different mails for different listing and then you might collaborate those under a mother Gmail to perform other options.
