After hitting limit with phone numbers for registration. Are phone numbers permanently blocked? Do these cooldowns expire after a year or so?

There’s no certainty about the time limit once a phone number has reached the account registration limit. It’s unclear how long it takes, but after some time, the phone number can still be used again for a new account.
 
You should wait for sometime, maybe week or 10 days, it will work again.
 
Google will never tell you the time limit or how long you need to wait before you can try creating accounts again. Try again in 1–3 days, and it might even be worth trying to create the account from another device. I was able to do it, but I used an anti-detect browser and a proxy.
 
How many times have you verified with one number before you got hit with cooldown and did it last for 3 days on that phone number or?
 
In most cases, phone numbers are not blocked forever. Platforms typically enforce a temporary cooldown, and the limit may reset after a while, depending on their rules.
 
I was able to create a gmail account 5 times on my phone number till it says there's too many of them.
Number has been in use for 2-3 years.
 
Cooldown + device/browser change + different IP.
Google never publishes exact limits, so it’s mostly trial-and-error.
 
From what I’ve seen, most platforms don’t block numbers forever. There’s usually a cooldown period tied to usage patterns, and after enough time passes, some numbers can be used again, though it really depends on the service and how heavily the number was flagged before.
 
Usually it’s a usage limit rather than a permanent ban. Some numbers work again after weeks or months, but heavily used numbers often stay restricted much longer or never fully recover.
