This way you'll have to pay extra for SMS verification.

Yeah, SMS costs extra. But jailbroken iPhones aren’t reliable. Better to SIM services with residential proxies and anti-detect browsers for safer mass creation.

To make Gmail accounts without getting suspended, use a clean setup - like a fingerprint browser with a good static proxy (AT&T works well). Don’t create too many at once, and take your time filling in the info. Always use real phone numbers for verification. Stay low-key and switch things up often.

Best bet is to create accounts using clean IPs, preferably residential or mobile proxies, avoid using the same device/browser fingerprint across multiple accs.

When logging into the gmail use the same proxy/ip that you used to generate the account.
 
Both gmail and hotmail I've tightened up in the last few weeks. I just create emails with my own domain(s) cheaper than doing phone verification and I won't my own emails myself :)

you can create distinct browser profile for each accounts. Using antidetect browser for doing this. each profile is similar to Chrome but they have different browser fingerprint parameters, then adding proxy to these profile to change their IP address.
 
You would have to do IP rotation and clear fingerprints of the browser you are using. That is vital when making Gmail accounts
 
The easiest way is by verifying them with valid numbers, devices and a valid connection, though it would require too much.
