Pretty simple, you need residential ips and ReCaptcha 3 solution (xevil private beta is close to having this so you will save on that soon enough) I would personally do it via a dedicated server and just spawn a hyperv instance for each account creation using the residential proxy and then create an account on that vm, you will obviously need PVA so use whatever solution you like on that, personally,I like pvapins but it has very few usa/uk options.
Freeze your hyperv once created so you dont use up too much bandwidth on your residential ip and just fire it up if you ever need to re-verify, simple.

There are some options, PVA creator just Google it. Using them you have to pay for services like you want but belong that in the end most of them may ban/block your accounts through IP/ISP by Google
