Gmail just had a recent update where they get the user to scan the QR code during account registration; that may be one thing that could be the reason.

I have a handful of android phones and used to make 2 gmails per day per device when I needed, factory resetting maybe every 10 emails. Now I can't make a single one, it always asks for phone number. These are random gmails too, not hits from a checker etc. Really annoying.
