Hi I was trying to register multiple gmail accounts on 1 same number but it allows me to register just 4-5 on 1 number. I'm thinking if I register 1 account and delete phone number can I register it on the other account? And how many I can do processes like this until gmail bans my phone number? I'm gonna to use different ip adrresses on different accounts but 1 same number.

AFAIK, you'll only be able to make 4-5 accounts on that one number until a certain length of time (maybe a few weeks?) goes by, and then you'll be allowed to make more. Deleting the phone number from the account won't make a difference in this regard. If you want to make more, you'll either need to borrow a friend's phone, buy a cheap SIM card (Mint Mobile has $5 "Starter Packs") or use a service, such as smspva.com to get disposable numbers.

I use google voice to get a separate phone number and I can register that number for various things

Unfortunately, I dont have any grandparent anymore
you can borrow your friend's grandparent numbers or your family friends etc

Currently there is an update and multiple accounts on same number in ROW are getting problem.

There are many ways that an online service can identify you. Your IP address is the most obvious indicator, but there are many others. If you want to skirt around a website's restrictions by appearing as though you're a different user on each visit, then you'll need to get a good 4G proxy and manipulate your browser fingerprint. Without a ton of technical knowledge, your only chance at this is to use a service, such as Multilogin.

If you're trying to create multiple accounts, you'd need to invest in multiple sim cards too. 4-5 accounts/number is the only allowed limit - more you exceed, more the phone numbers you need. The goal here is to not make it obvious to Gmail that a single person owns this many accounts.

Not sure if its still possible, but use to be able to use google voice numbers to make a new gmail account, could try that.
