if you want to use Web-proxies (do they work for it ?) then go to one of the big portals, you'll find them through google.
Also check my signature, Cloakfish should work fine if you'r looking for a paid proxy service.
Otherwise get the free tool charon and try scan public proxy lists.

I've seen gmail accounts for sale in big numbers in the appropriate selling thread here on BHW, maybe take a look there.
