Gmail account create without phone number

making bulk gmails without using numbers are very difficult or may be impossible.
 
You can create without a phone number, but they will ask you for a phone number in a couple days of using the account. All active Google accounts get backed up by a phone number.

I spent a lot of time on this problem.
if you don't plan to focus all your energy and time on this mission, or if you don't need a lot of gmail accounts, I will advice you just to buy them, not worth the trouble. it is more difficult that you would think at first.

You will ALWAYS be asked for a phone number typically within 96 hours of creating the account, so even if you don't get asked at creation, you will be asked for one within the week.

I confirm, it is not easy. most underestimate the difficulties, they don't know that gmails is a whole business. you can make a fortune just by solving this problem.

You can create just few accounts, just say 2 -5 accounts from phone, anyway at some point, those gmail will ask for phone verification, just create accounts after verifying phone, and it will last longer.
