Anything that limits cheesy rep is only going to be better for the forum, less crappy WSO's posted and more informational techniques ... people giving up their better secrets and tricks and explaining what works best for themselves.
Rep comes into play when you start deciding who you want to give your $ to, or who you want to JV with ... people posting stolen/copyrighted content and trying to take the credit for themselves does skew the rep system.

That isn't rep. m0g0l isn't reputable because he stole people's content all day long. If you stuck valuable secrets on your FTP server, would you give m0g0l access to it if he promised to not share it with anyone else? No, you wouldn't. Because his reputation is extremely horrible (you know he will steal it and share it). Being thankful for a contribution and considering someone reputable are two different things.

Yep I do the exact same thing. I hate when people give rep for no reason at all. Never give rep unless it's earned.

I see this way too often especially in the DL section. I have seen people reply to their share saying something like "200 views and only 3 thanks and no rep, I'm gonna remove the link if people don't thank and rep me soon!". Guess what guys, I make a mental note of who you are when I see that...
Same this is happening in Main BH SEO Section. There should a rule for this case like temporary ban for few days.

I am confused. I thought BHW was about exactly what m0g0l was doing. He gave some great shares to the whole BHW community. Why was he banned?

He was banned because he was sharing BHW Jr VIP stuff (tha place where you and I can't go in yet!) at his own forum. And sharing BHW content is not allowed by the rules.

Thanks - I just did a search "m0g0l banned" and found the thread about his banning. What a shame. I thought I really liked the guy. Bummer. He had awesome shares in the downloads section.

m0g0l got banned because he was ripping content he shouldn't from BHW and constructing his own forum with the info. Meanwhile he posted content here with alterior motives (to build more rep to get access to better content to post).
This thread was started to point out how lame it is to try your hardest to rack up thanks and rep by posting other people's WSOs or lists that took you all of 10 seconds to copy/paste from somewhere else and farm up your rep count with it. It's assumed people who are doing that have something in mind for abusing that rep in the future.
If someone posts a WSO and along with it, outlines their personal experience using the technique in the WSO, a summary of the best points, how much money they made with it ... I'd thank and rep that kind of thing all day long. But when people start just copy/pasting for rep and thanks ... I imagine they're going to start getting negative rep now.
