Thanks for the answer but that just do a search on google, im looking for a real tool website or service that converts a given ID into the actual username.
I'm looking as well... Would be good to know how to do it

You have to use the private API. Everything user related in the private API is done with user ID, which means you can find the actual username in multiple ways (obtaining data for the user id, trying to follow that user id etc..).

Yes, it's very easy, just go to: https://www.instagram.com/web/friendships/USER-ID/follow/ on your browser and you will be redirected to the username+you will follow that user.
For example, the ID of instagram user is: "25025320" so if you go to: https://www.instagram.com/web/friendships/25025320/follow/ you will follow instagram and you will get redirected to their profile.
If you need this for a bigger list of users, you can code a bot or hire someone.
PS: It's possible to get info about the user without following using the mobile API.
