let me share my short experience with directories
1. find a niche and source if there is a big o popular directory, if there none get to the next step
2. scrape as many listings of businesses related to that niche.
3. set up a new domain and directory theme
4. upload all the listing
5. warmup domain and send an email campaign inviting the business to claim the listing for free
6. update the theme with tools and information related to the niche
following that process, I have been able to get a decent passive income
