I checked the likes count and I got 320 likes to be precise so that's still a little more than he promised. My overall experience is great, because I got what I was promised.

I would rate 4/5 for the Instagram photo likes only.
That 1 remaining star is because I couldn't tell if the profiles were real/bots or targeted but it's hard to analyse the impact of reach with such a small amount so a good 4 star​
