It should be similar to how normal SEO is.
1. Check what keywords your client is targeting.
2. Find out his competitors who are ranking above his website.
3. Give a detailed report on why his ranking is missing out and on which keywords (find out some good traffic keywords that he can potentially target and rank in).
4. Give a list of potential backlinks from the competitors research and Some on page changes.

First of all you have to check for what words people are searching for in German. Use that particular keywords in titles and descriptions. Make sure the site loads fast and works well on phones it should be mobile -friendly. Also, focus on local SEO and track how well the site does over time. Adjust things as needed to for continuous growth.
