Depending on where you are situated there might be part or full-time college courses or you might be able to get a part-time job with a design studio.
When a friend of mine wanted to learn he offered himself free-of-charge to a design studio. He would work like an office junior doing menial tasks in return for training.
Finally, there are hundreds of tutorials available on the Internet, most are free.
