Hi there
I see a lot of ppl on fiverr etc offering unique visitors. However I need visitors from a specific country (Norway). How does the people that offer these services do it? Do they have a certain program I can buy and that way get norwegian traffic?

If you need 'real' visitors and not just fake bot traffic, the best way to do this would be to run targeted ads and try to get cheap clicks. Give Facebook Ads a shot, clicks for Norway should be cheap if you can target things correctly...
Here is why I need it:
Blogging and blog lists are super popular. I want to kick start a couple of my blogs by ranking high on all the different blog lists and need a couple of k's unique visitors every day. Problem is that the lists have a filter so only norwegian hits counts... The ppl on fiverr etc offering hits are never from Norway, so I would like to know how they do it.

It really depends on what your budget is. Considering that you're looking on fiverr, I guess it's not that much. If I were you I'd look for popular fb pages in entertainment niche from Norway(memes, jokes, funny pics, etc.) and negotiate with them for posts/traffic. It will definetly be much cheaper than PPC services.

My budget is larger. I was just wondering how the guys on fiverr etc. do this. How do they drive traffic to your site? Is some way to do this with a software? Just getting hits on the page from norwegian ip's, it does not have to be real human visitors.

There are few popular ways. If you have the proxies, you can generate traffic yourself, I'm sure there's a Traffic Bot shared in the downloaded section that works this way and is multithreaded,I tested it but I can't remember its name. I think it's Traffic Twister or something.
Another way for traffic could be from expired domains or popunder on visited websites. There are plenty of "crappy" entertainment websites that get most traffic from Social Media and use popunders on their websites, meaning they could send almost 100% of their traffic to another website (such as yours, if you plan on buying traffic from there).
Edit: for the first method you'll need a good proxy scraper/supplier.

Try getting cheap clicks. As how I see it, what you need in your website is to generate real or genuine traffic. This is not something that you will be able to get with bot. Also, it would be better if you set a bigger a budget for what you want to happen.

There is a difference between real visitors and bots so you will have to specify what you are specifically after.

You can try youlikehits and addmefast to get visitor from norway.
