If you've actually ranked websites, you can try YouTube. Case studies do pretty well on YT. Twitter is another great option to showcase your sites.

But you need to have some proof that you know how to do SEO. It's hard to sell a service if you have no proof.

If you can show results from your own sites, you won't even need to sell. People will come to you.
 
You should opt both ways but in my opinion marketing is more better than referral as marketing has countless doors to unlock social media is the biggest platform!
In referrals you are only limited to few clients!

Stop pitching.

It’s obvious. It’s sleazy. It’s miserable.

The person being pitched to hates it. The person pitching hates it.

Don’t do this to yourself. You’re better than that.

Spend time educating them more about your services.

Sell more of benefits than features
 
Not only seo clients, what about related forums marketing? Posting 3x times a week in 5 forums is that enough to get 2 clients every month?

Is pinterest or tumblr a better alternative to get clients?

Both marketing and referrals help a lot in acquiring clients.
During sticky period on BHW, you can get new leads though!
 
Freelance sites are good also , from their you can grab some clients as well.
