Getting ready for SEO

Hello guys,
I plan to start SEO my PPD website next month. I plan to use GSA for Tier 2 and 3 backlinks.
How you would suggest me to build Tier 1 backlinks? Use some tool or buy them or what?
I have almost unlimited amount of money for buying tools.

For Tier 1 you can do social bookmarking, press release and web 2.0 .Make sure you hire or write quality contents, no spun.

so why are you starting a PPD site? j/k

for tier 1 it is best to go manual if you want it to be an authority site, buy articles, pay people to submit them.
but if you don't care if the site will be gone in a couple of months then you can just use a tool like senuke, ultimate demon, magic submitter.
 
For tier 1 you can use web 2.0, press release and video submission, and social bookmark for support.

If you want to use tools, you can use SEREngines (which posts to high PR web 2.0s) to create tier 1 links then blast away at them all while still using GSA.
 
Is there maybe some good service that could provide me some HQ tier 1 backlinks and I will keepp building tier 2 and tier 3? It's too much to pay each month at least $150/200 for each website for SEO/Building backlinks..

If you have almost unlimited money to spend. My advice would be to outsource everything, Get the manual work done for tier 1 links and rank.
 
Tier 1 - manually.
Tier 2 - seneke Xcr
Tier 3 - scrapebox

How about this plan?
