Getting rdy to scrape..

I'm under the assumption that it is better to have the keyword somewhere in the URL for seo purposes.

Let's say I own toys d.o.t. c.o.m. and I want to showcase my enormous vintage teletubby collection.

Would it make sense for me to scrape toys d.o.t. c.o.m. or should i create a page called toys d.o.t. c.o.m. slash teletubby since the latter includes the name "teletubby"

If you mean should you do SEO for the keyword "teletubby" with the URL toydotcom or toydotcom/teletubby then i would suggest the later. It is not like you only sell teletubby in your store and there must be many other toys. You cannot stuff all the keywords for teletubby as well as other keywords into your homepage so it would be better to use separated URLs for each keyword ~

for example

toys dt cm/teletubbymiami
toys dt cm/teletubbydallas

however my content on teletubbymiami and teletubbydallas are exactly the same, but the url is unique to each city/market. Does google frown on such things?

YES, having the exact same content on multiple pages on your site is bad.

Regarding your first question, Yes you should go for separate pages per keyword with the keyword appearing the URL(Not necessarily in the domain name)
Regarding having same content, yes Google frown on them
