Whoever keeps perpetuating these lies should be shot! You would have to build a tremendous number of backlinks extremely fast to make Google wonder. If you could be sites blacklisted by doing this, people would be doing it to their competitors.

Build your backlinks. Build them fast if you want. Build them consistently (Google probably notices changes in the numbers of links you are getting more than if you are getting too many too fast).
