That entirely depends on what niche your in as to how you would approach traffic generation. I mean most TOR users are security or privacy conscious so you might want to find sites that deal with those topics and promote your site on there.

I just started browsing .onion sites recently.
I notice a popular search engine is DuckDuckGo. You can advertise on DDG thru Bing ads, or you can do pretty much the same SEO stuff for a clearnet site which then links to / redirects to your .onion site.
The TOR browser's default search engine also actually uses Google, so do SEO as per normal.
First of all you need to decide what is your niche, then put contents to your site, you cannot drive traffic to a site without contents. Then research some thread in this forum you can found many and also ask the pros here, they are very helpful to newbies like us. and Goodluck
