Getting PDFs indexed and ranked.

Is there a way to get my actual PDF indexed and ranked in Google? As in, the PDF shows up in the SERPs, someone clicks it and is taken to the PDF, not a page where they can only download it.

Sure, PDFs work like a page, except that you can't really optimize it that much.
I've found keywords with thousands of exact searches and the top result was a PDF page. I was surprised and thought it was an easy target, but then I found out that the PDF had millions of backlinks to it and it would be pretty much impossible to beat.

its difficult to rank pdf because you don't have any tags likeh1 h2 title tags
its purely content + backlinks
