getting money out from a fresh paypal account without limits?

Hi!
Let's say you have a fresh EU paypal account, verified with a VCC, but without a bank account connected to it.

Let's say also that you receive $500-1000 on this new account within a few days after it's opened. Is it possible to get this money out quickly by buying something valuable, or do you think paypal are gonna limit the account?

Specifically, I want to avoid getting the error message above, which can happen on a fresh account, even tough there is money on the account.. hope someone knows.
