Getting leads without a company

I got one client last month through family and I got paid for web designing, it was nice.
Now I'm looking to scale this up but..I don't have any company or anything, and I don't have a budget.
Opening a company where I live requires a lot of money and documents and also a LOT of time.

The first thing I want to do is open the Yellow pages and start cold calling from A to Z for web designing, eventually I'll get some leads..no?
Thing is, I don't know how to represent my self..
We have a law here that says you can occasionally sell a service but it has to be under 5k per year,. and that's ok, I'll get the 5k and then I will stop.
But I can't do any promotion.

So I don't know how the client will feel about this, I can even give him a receipt but no promotion.

What you guys think?

Open a company elsewhere if that is the issue... You can simply operate as sole trader, no need for company if you are just getting started.

Sure, company will be 100 times better, but thats life man, make the most outta what you got.
 
Get a DBA John Smith certificate Doing Business As. You will use your SSI# or you can get a Tax Oater ID as an option.
