One important thing is to use email if possible. It's more professional to start via email.

it all vary depending on your purpose and who you target.
usualy all important people in most niche, will have contact available in the web.
you can email them or their manager, and make your proposal, on how your purpose will benefit them.
it all comes down to mutual benefit, and your social skill.
