Getting cheap sms numbers (No VoIP)

I want to get cheap numbers for receiving sms. I want to implement a functionality in my application where i can let my users use these numbers. I want the cheapest of the cheapest. If you know anything and i find your help useful i will pay you! Any help would be greatly appreciated. MUST support API calls btw!
