Getting backlinks while building my site

You title is not relevant to the actual question. Do you want to build link while building a site? I would advice not to do it. You should start building links once you have some content on the site. While, perhaps, not 100% completeled site, but at least several pieces of content.
To get quick links? Got to marketplace of this forum and search for links. PBN links, web 2.0 links, etc ...

Yep. There's no point in building backlinks if your site doesn't at least look like it's finished. Get decent content ready, build some white hat backlinks (guest posts, resources pages, thematic directories, etc.) and only then consider putting on your black hat.

it doesnt sound like a bad idea. But how long is your site going to take to build? If its in the building stage, it shouldnt take more than a few days. However, theoretically you could build links to what you have done up to this point. But, dont waste your time on building links... put the time toward getting your site completed, or at least the main structure.

I guess if you're just building your site, then your website is pretty new. I'd not worry about getting backlinks fast. Go slow and steady and increase gradually. New websites don't normally get a lot of backlinks quickly, so it won't look naturally if you build too fast.

IMO you can buy links after site completed and try to get High-Quality links and don't build more links in beginning.
Go with the gradual increase it will help you to get the perfect ranking.

The others are right, you need a site completed in order to get backlinks. That doesn't stop you finding places for your link profile before hand anyway. You could look in to relevant directories, or start creating pieces of content that others are likely to want to link to if it is relevant. Whilst you can't create backlinks properly until your site is up, it can be a useful start to actually get an idea of where you are likely to want to have links to and from

Of course, you can start building links once you've fixed the on page part. But, no hurry in building links. It's a most challenging part in SEO pay attention in choosing the right source. A link from relevant, high authority source make a great impact on serp than a link from low quality sites.
