Getting back to advertising on Google after suspension

I've seen people using fake names to create those threshold accounts. Since this year, Google is sending identity verification requests to the advertiser. I don't want to complicate things further, I just want to keep using my real data of course as I want to build a legitimate business and I'm not willing to change my domain address every time.

I am from Spain so initially, my account and payment method here were flagged. I decided to not give up and opened an LLC in the USA.

I used VPS, Residential IP address, new Gmail, etc... Initially, under an MCC everything was fine and I was using the same Mercury credit card/payment profile for 3 sub-accounts created under that MCC (as per Google guidelines, this is the way to use one credit card with the same info for multiple accounts)

Then I opened a new account using the exact same process to test a new store and it was suspended for suspicious payment. I appealed, explaining the case and what I've been doing as per Google reps recommendation and the reply was a suspension of all the Ad accounts under this MCC. Those are accounts that were spending money and paying Google just fine before so I just can't wrap my head around this... All the appeals are coming back with the same negative response so at this point I thought about opening a new MCC to create new accounts using a new credit card (under the same mercury bank account. This time is a VCC because the physical one was flagged)

The process for the new account:

1. -New Gmail, new IP address (still matching the location of my registered business/billing address),
2. -New browser fingerprint (I used Dolphy Anty)
3. -New Credit card
4. -New domain of course

Result: I created the account and then, a day or two after went to create the first campaign. Just while I was creating the campaign, the account was immediately suspended for suspicious payment again... It didn't let me finish lol.
I then realized that the first 9 digits of my credit cards are exactly the same every time I create a new VCC on my Mercury account, so maybe that's how Google can link these payment methods to the same person and suspend you again.

I had to put the same billing address of course, but this time I paraphrased it a little bit (instead of "street" I used "st" and so on...) and the cardholder name is the same... Honestly, there are so many variables that I don't know where I'm messing up. I'm not sure at this point if using the MCC setup is a good idea at all and I'm just better trying to open regular Google Ad accounts each time instead.

Do you guys use any specific service or method to get new VCC and make them work on Google? I know that these are used many times just open the accounts, but I'd want to use them long-term as I don't plan to churn & burn accounts...

I know that this is a delicate subject that a lot of people are suffering from and there are a lot of good tips here in this forum but at the same time I know for sure that some people must know very effective ways to open new accounts/setting up payments...

I also know that no one who knows how to do it is going to share it freely but please, I just want to let you know that I'm very frustrated at this point and I'm willing to pay to learn more about this subject and how to do things properly.

that's right you can use the same card for a new account even if the previous account is suspended. Suspicious payment does not mean that your account is suspended because of card or billing details. there are people, including my self who use the same card for multiple accounts. so go ahead and work on the account creation method. Your card is fine as long as you are able to add in google ads.
