Getting a selling restrictions lifted?

Okay, so a while back I got a bunch of negs and a cases opened against me, however they also limited my paypal and I could not refund my buyers. I just left it, as i thought it would just blow over however it seems that they have restricted my selling account in the USA, because i fell below the seller standards.
Is it possible to get this lifted? The account has around 2100 positive feedback.

In this case you have a better chance of traveling back in time and not screwing your customers than getting your account reinstated. You need to totally start over.

How about not being a scumbag to begin with?
 
In this case you have a better chance of traveling back in time and not screwing your customers than getting your account reinstated. You need to totally start over.


I still have less than 1.2% negative feedback, and the items were only a few dollars. There was nothing I could do, as Paypal ignored my requests to gain the ability to refund any of my buyers, and the account is still limited permanently.


In total, only about 14 items needed refunds.

when they shut down an account they should still let you refund from the funds in the account

so what's paypal supposed to do when a seller suddenly stops shipping and they had to pay back the bunch of money you basically stole from your customers? Tell you that all is forgiven and let you go back to what you were doing?


In total, only about 14 items needed refunds.

people got shut down for far, far less
