Getting a new credit card?

When one has been restricted or suspended and needs to make a new ebay/paypal account, I know that
it needs to be all new information (so as to not get linked), so you'd need to link a new bank account, new mobile etc.
But for credit cards, how about just calling my cc company and telling them my cc has been lost/stolen? Then all they will
do after a few days of freezing the account is they will close it down, and send me a brand new cc with a new number.

I'm not sure if I'm being short-sighted, but isn't this a very simple way to get a brand new cc??

If the number on the front doesn't match then you'll be fine. Or get another one from an easy lender like Capital One.

I called my cc company (royal bank visa canada), and they told me it's as simple as that. It will be a brand new number, new card, no fees. I just didn't realize I guess this is the easiet way to just get a new cc number without having to sign up, register again or anything. This way my old cc number linked on paypal can't be charged by paypal if they feel like one day taking some more of my money.

Is this just for PayPal needs? Or is there a larger picture here?

If you have an account (made in your name) that has been restricted. You should not open another account with your name again (even if you have a new CC / bank account number. It will only be a mater of time before your account is closed again.

I recommend you doing some research into stealth ebay accounts, and how to properly run them. I am currently running 5 without any issues (to be fair I have had 5+ accounts banned before I finally got my techniques down properly).

Just for paypal needs. I'm still a little hesitant to just call my bank and tell them my cc is lost so that I can get a new number. I've had this cc for like 10 years and I don't use it much, and I'm in perfect good standing (I never go into debt, never spend more than I have, always pay my bills on time, etc).

Aha, but if I change my name slightly? So if I change one letter of my name? I heard that actually works.

Also, would a prepaid cc that I can edit the address work? There's a guy selling prepaid cc's here and I just need it to verify my paypal account. I don't plan on using it to buy anything or pay for anything else. So just a $5 loaded prepaid cc would be fine for registering a paypal account right?

Yes, I've looked into stealth accounts already but the big problem is that I'm not in the U.S. I can't open a U.S. bank account. Someone else (on aspkin forums) told me I should just make my own accounts rather than to buy them since they are all U.S. based accounts.

Usually for PP, pre-paid cards still work just fine. Hell, they even advertise that fact when checking out and using PP as the payment method.
