I used this service. The $200 package is their most expensive. You get one keyword link per 100 words, you get cities level targetting. It goes to 3500 PR outlets. The results are worthwhile.

So we get a free release for 100% free, or is there some kind of catch involved, or subscription?

Just an update, the PR was published but no traffic for the site. May be this one is good for really big launches when one wants to create buzz. And there is no catch, no CC required. It is totally free.
