Weebly actually puts this behavior against their TOS. They will ban you and take over your subdomain name if they find out you did it.

How do you know weebly won't just ban you the moment you try to buy the pro account if they notice all the other accounts are fakes, or same ip?

Thats why don't make too many accounts probably a few would do but if you want you could ask your friends and stuff to help you do dat.
