If it is paid traffic like google or bing ads means you need to pay compulsory for it.
Or if he done seo means you can do it yourself by reading here various tutorials or you can hire here for cheaper than that guy.

First you should install some analytics for your website and try to track from where your paid traffic is coming from. This should save you some time and money, also give you a better idea for what you should be looking to buy as traffic comes in many forms and especially prices.

Based on the vagueness of OP I'd guess he may not even know the details of what this guy is doing for him. $1,500/month is NOT a lot of money for either PPC or SEO, so I'd advise this guy to be careful. Especially if he doesn't know what he is doing.

If you are local in the US with a budget like that I would recommend looking at Manta and pay for there service. They also have a ton of great tips. you can also look at semrush lots of great info in the blog. BHW would be another place to start learning.

No you don't need any mentors, you just need to stick around here and read as many of the [guide] post as you can until you understand SEO very very well. Messing around with SEO when you aren't 100% sure what you're doing is actually quite dangerous. SEO always carries risk, but that increases it 10x.
Use the search box and search "guide" and you will see a ton of good guides to get you rolling.
