I would say limit the sig option to members with hire post count, account age, rep, or similar.
I have an ad on my sig and I consider it a nice little extra way to advertise or send a message. It's also a good way to get some extra traffic. On top of that it's an incentive not to get banned and have quality posts because the better your posts the more ad exposure. And as mentioned above what if you have an item that's less than the cost of the BST section or just 1 item??? IMHO not really fare to have to pay for such a low value item.
...As for the newbs with sigs STOP COMPLAINING. If your a dumb @ss and buy a newbs coaching or other product and it sucks that's your problem. Don't take the sig. away from respectable and contributing members.
THE_DEMON'S Tips for purchasing goods and services:
- iTrader (how many, who they traded with, and so on)
- Post Count
- Account agge
- Thanks given (not too good to judge by. I'm very sparing with this button and give it out only to people who have actually helped me or really had a nice share with the community)

- Post Quality
- Reputations
- Donor Status - an "ok" at best indicator but do not rely on this alone.
- Member Rank --> The hire, the more likely legit. EXCEPTION: Jr.VIP status while this is ok. Once again it can be bought not earned so use discretion when attributing value.
