Try to either use a proxy. I notice when i've used the .99 cent promos alot within a certain period of time some promo links don't work for me from my normal IP (although this one is for some reason...) I usually use a proxy and i'm able to get the promo offer.
If you don't have another CC not on file it may not work if you've already used a .99 promo

Remember though, you may need a different CC to make the purchase. The change quite often.
