Get low cpc on ads?

Hi, Im new to FB ads so my question is - I set a traffic campaign. I get a suggested bid of 3.5$. I need it to be 1$ the most. So I will set it to lets say 2$ for start? And then if I get high CTR the price per click will drop? Is that the way to go about it?

I think it is better to make first a test with automatic bidding and see the result.

No... that's just a guideline. Don't pay too much attention to that figure.

As long as you have a compelling offer, a attention grabbing image and your targeting is on the money then you'll get clicks for under $1.

i got a cost-per-engagement as low as $0.09. I did it with automated bid (even if I didn't really trust them).

I excluded audience network (it shares good cost and good CTR - but in reallity it does nothing, always exclude that one) and mobile (my client's service was not converting well on mobile).

I had 2 ad groups. One for retargeting and second for lookalike. Both for post boosting (classic salesy ads do not work too well)

If your ad is targeting lead form signups you will be challenged at $3 to $5 per signup and for engagement such as post likes $0.10 to $1.00 per engagement will still get you quality traffic.
Check out Facebook's natural clickthrough estimates i.e reach total/reaction based on your daily budget find that percentage then optimise your ad creative focusing on the interests of your audience. As you optimise check if the rate of engagement : reaction is increasing or decreasing. If your interest related keywords become more specific and the rate of engagement goes higher you are heading in the right direction.
If you find that you have now exhausted the interest based keywords and any further addition begins to decrease you rate of engagement this means your ad is becoming more expensive.
Next optimise you ad to run when users in respective locales logon to their facebook profiles - meaning you need to identify the various locations prime time whether it's early morning before they head off to work, lunch time, after working hours - you get the drift. The idea here is the higher the reach the higher the clickthrough rate for your ad.
From the preceding you must set your ads to run when users are using the internet and most likely Facebook the most depending on where you set your locations so you will need to research your demograhic thoroughly.
Now on to your budget and here is where I would prescribe the 4-3-2-1 budgeting approach if your minimum budget is $100 with a starting daily budget of $10 your aim is to reach 40% of your sales prospects using the first 10% of your maximum budget with a word of mouth factor of 2.5 meaning the first 40% will talk about your product to 2.5 new prospects therefore maximising your R.O.I.
Now back to your Facebook marketing strategy: For the first day set you ad to automatic bidding to see how well Facebook values the interaction of your ad copy. If your relevancy score is 5 you then only will be required to reach more people and get them talking about your offer and whatever Facebook sets as your automatic bid you will then set as your maximum within your first phase. Next move is to double you daily budget effectively widening your reach and sneakingly lowering your cost per click.

You will see that the cpc and cpm is decreasing.
But the problem is,If You change the country later.
You will be charged Like before.
