The PR is mostly for the homepage of the directory. If you drill down into categories and finally into an article the PR gets lower and lower until 2, 1, 0

A fresh article will most likely have N/A or 0 until some backlinking on the article is done.

Some seemed to have POTENTIAL pr 7 articles based on what I saw but they were "featured" on the top of a category so maybe a random newbie might only get like a pr 2 but hey... thats good. Required approval though so I might not even get in.
 
when the domain at high pr then the backlinks get indexed fast.. thats why need a high pr site for fast indexed backlink
