get hashtag trending on twitter

If you want a hashtag to trend for a specific region, the accounts location obviously needs to be set to that region. Can you achieve top 10 trending status for a hashtag with only retweets or would individual unique tweets be required from mass accounts? Anyone with experience regards to twitter trending please assist

If anyone can trend my keyword in specific region I would love to pay them my money too...

What I do in the mean time is find a relevant trending hashtag add my hashtag,
add creative one liner and one very interesting image and then give my tweet
100 retweets and Likes, and my tweet is on top in that trending topic for all to
see.
