It is quite easy to issue VCCs in Russia, but since March 2022, any Visa or MC cards issued under Russian jurisdiction become useless in the rest of the world. So you will not be able to use them to pay for western subscription services.
There was a rather dubious neobank Bankoff, which could issue a prepaid card directly to a telegram bot, with no data required of you. But as far as I know, Stripe screwed them, due to an influx of desperate Russians. So that's not an option now.
