I'm not sure if you have looked around at the opensource php scripts for image hosting but there are some out there that have a decent amount of features. Here are a couple from a quick search (I havn't personally used either of these):

(replace hxxp, remove *)

There are definatly more out there. If you have looked around at the opensource/free scripts and they just dont meet your requirements, then you should take a look at your requirements or your budget.

If your requirements are too high/weird then you are going to have a difficult time finding someone with a script they already made that they are giving away for free.

If you absolutely have to have your requirements fulfilled and you can't find anything free that meets them you may have to raise your budget and head over to one of the freelance sites:

elance.com
getacoder.com
etc...

You may be surprised how cheaply the people from India will build your script. If you have to, you can always find a free script that is close to what you need and pay a freelancer to modify it to your purposes.
