Get a Phisher Banned

Is there a way other than filing a single "scams/fraud" report on a video to let YouTube know of a videos ill intentions? One of my competitors in a YouTube campaign of mine has a video with a program you download and then get phished or scammed out of your email account.

Is there any way I can bring this up with a live person that will look at it? Community forums or something?

Any other suggestions? Calling honestly might be worth my trouble if it could somehow work although I'm not too sure if that would get me anywhere except a robot recording. I'd just tell them I was phished as a result of a youtube video link and ask where/how to report it.
