Geo-Targeting Not Working Properly

If you only sell locally, add foreign country and city names as negative keywords to your campaign. This completely blocks your ads from triggering if someone includes an overseas location name in their search.
 
This usually happens due to VPNs or Google showing ads based on user intent instead of exact location, so check “presence: people in or regularly in your target location” setting and also exclude unwanted countries in settings to reduce wasted clicks.
 
Check your location settings first

A lot of people accidentally use “Presence or interest” instead of “Presence” only. That can bring clicks from users outside your target country who have shown interest in it

Also, some leakage is normal due to VPNs, travelers, mobile carriers, and Google’s location detection

If the volume is significant, compare clicks with conversions. I’ve seen campaigns showing foreign clicks in reports, but nearly all conversions still came from the intended GEO
 
everyone already covered the presence setting, but check if you have search partners enabled. search partners is notorious for completely ignoring geo-targeting and leaking junk traffic from random sites. if you already have presence only selected and still get leaks, just bulk exclude all other major countries at the campaign level. google still lets some slip through otherwise, especially on mobile carrier IPs.
