Maybe you could give a shot to GSA Search engine ranker i'm pretty sure you can choose the TLD extension for your own backlinks.
I would rather pay someone to do it for me :/ I have over 20 clients, and I just fired my SEO guy - would really appreciate to get to know some senior SEO person here. My seo guy was one of your members here but I wont reveal the username, however, I overpaid him by mistake last month, he didn't want to refund the overpayment with a long romantic story and I told him to F^%# off so now I am new to BHW and really need help from someone that wants a long term relationship, but to do the SEO my way: local, relevant white hat only. I know where to get some boosts when I need them.
...and the rude shit got my own 2 websites panda slapped 1 year ago and never even tried to fix the damage....made me work 14 nights on disavow crap and did nothing! so also here, if you are reading this and you think you can work with me and get my stuff all tidied up then u can expect a shit-load of work

Go to the hire a freelancer section and post a WTH for a SEO guy with local experience.

Man you're going to have a hard time finding country specific links. You're better off building your own blog network by buying domains with country specific TLDs. Don't forget though: most PR comes from .com anyways. You can rank foreign domains using .com links. The other thing you can do is search expiring domains on Moonsy.com and find sites that have links from the countries you want to rank in. Then set them up on hosting in that country and channel the link juice.
I guess I haven't answered your question since you want this done at the push of a button, but for the most part what you want just doesn't exist. All the money is in .com and USA/Europe markets. PS I saw you mentioned .com.au. Aussie sites are super easy to rank, know a ton of SEOs who did local SEO in Australia before moving on to bigger things.

Thanks Laubster, I know all what you said quite well. I used to be marketing manager for Partypoker.com, so coming to AU was like surfing on google with a beer in my hand, but I grew too big and most of my time is better invested in making sales and bringing in more work. I am busy with many SEM campaigns and banner serving + several affiliate programs I still manage. This is not helping me though. I need someone like you that I can pay to take all this IT stuff away from me.. :/

use scrapebox scrape .au domains and extract emails using whoise addon and inbox them with your offer .....
