If you know a bit of programming - why not! You could have some random numbers in each pixes (the dataset would be a matrix probably), which would represent the colors in each pixel. To achieve this, a nested for loop should be enough.
That said, how good will it be? That's the big question.

I don't have an answer you are probably looking for, but I will say that the fact that you call it NFT art is a bit concerning. Of course, you don't need to be an expert to make money, but I would just say be careful.
