Generate leads for a company: expert and advice

Hello guys, I m doing seo for companies, one of them contacted me and proposed me to generate leads for them ( on a specific market) by building a website , rank it and send them the leads or any other way, they don t want seo on their website, they want a third party to generate leads for them, I m not used to that kind of method ( I am more a tech guy for onsite ). The niche is highly competitive ( lot of adword competition). My question is "do you think it's doable in a short term" "should I create multiple sites and brute rank them asap" " is there any other system without having to build a site " "is there any expert in lead generation in any niche available here ?
