From example extract some information from the title of this picture or scrap the extract text where the image comes from etc... ?

do you mean something like extracting / viewing the EXIF data ?
you can do that here: http://regex.info/exif.cgi
it will show you where the picture was taken (coordinates on google maps), when etc. but only if the photographer didn't remove the EXIF data.

If you want to generate content from a picture you can just search Google via the image. You can upload an image and use it as a search. From there you can scrape content related to that image.
Yes this can be done...
Just make a simple search about OCR programs and you will find some good ones...
What they do actually is that they will convert your scanned photo that it is a text one, a book a magazin or anything text related and will convert that in WORD or PDF documents...

I don't know how good it works because didn't tested it personally.
You need to be more clear:
are you talking about extracting text from the image (ie, a picture that has writing on it)?
or you mean you have images are you want to scrape info about those images?
or you mean you want to search for a certain type of image, and get information about it?
or you want exif data from an image?
all of that can be done, but you need to explain what you are trying to accomplish.
This will do the trick.
